Spencer Oliver is the Managing Partner and Chief Executive Officer of Oliver Investments, leading the company’s strategic growth and long-term vision. With nearly two decades of experience in real estate development, he’s recognized for identifying high-value opportunities, securing capital, and overseeing the successful entitlement and execution of complex projects.

Spencer has a proven track record of transforming underutilized properties into thriving developments that deliver value to both communities and investors. He specializes in navigating the complexities of real estate entitlements, securing approvals while addressing environmental constraints, community concerns, and municipal resistance. Whether working with local governments, community groups, or environmental agencies, Spencer understands diverse perspectives and finds balanced solutions that meet the needs of all stakeholders. His expertise has led numerous projects to successful completion, even amid intricate regulatory hurdles.

Spencer firmly believes that large-scale development projects cannot succeed in isolation. Before founding Oliver Investments, Spencer spent 15 years at Integral Communities, where he played a key role in acquiring and entitling projects across California. His strategic, results-driven approach turned complex opportunities into profitable, sustainable ventures. Whether overseeing the revitalization of urban areas or guiding the development of suburban communities, Spencer’s unwavering commitment to quality and sustainable growth has positioned him as a leader in the real estate development industry. Amanda Franks

Partner & CFO

Amanda Franks serves as Partner and Chief Financial Officer of Oliver Investments, where she directs the company’s financial strategy and manages the daily operational activities of the business. With extensive experience across various facets of real estate, including financing, acquisitions, market analysis, project valuations, investor relations, and asset dispositions, Amanda is instrumental in shaping the company’s financial direction.

Her ability to structure complex investment opportunities, develop innovative financial solutions, and drive sustainable business growth has been central to unlocking the full potential of real estate assets. Amanda is deeply committed to leveraging her expertise and long-standing industry partnerships to deliver strong returns for investors and create enduring value for all stakeholders.

Through her leadership, she ensures Oliver Investments remains financially agile, strategically positioned, and equipped to seize opportunities in a constantly evolving market.

Throughout her career, Amanda has built a reputation for precision, strategic thinking, and a deep understanding of the complexities within real estate investment and development. Prior to joining Oliver Investments, she held leadership roles across multiple sectors. As Vice President of Finance at Integral Communities, she managed financial operations for a portfolio of 15,000+ lots valued at over $1B, overseeing entitlement and development projects in California and North Carolina. She enhanced efficiency and investment value by providing financial insights, guiding long-term planning, and streamlining processes to support high-value decisions that fueled company growth. At AHV Communities, Amanda contributed to all stages of the development cycle in the then emerging build-to-rent sector, focusing on market research, deal analysis, and funding strategies. Earlier at Toll Brothers, she supported corporate-level investment banking efforts, securing financing for large-scale projects in major U.S. markets like New York, Boston, and Washington D.C. These experiences honed her ability to collaborate across finance, legal, development, and acquisitions, translating complex financial data into clear, actionable strategies. Amanda earned her bachelor’s degree in Economics and Political Science from Elon University.
